Economical and Lawful Use of Electricity is the Responsibility of Every Citizen

Every citizen must understand that the rational consumption of energy is not only a personal responsibility, but also a true expression of patriotism.

The Government of the Republic of Tajikistan, recognizing the vital importance of the energy sector, has declared the achievement of energy independence as one of its strategic goals. With the country’s growing population and economic development, the demand for electricity increases each year. However, we must remember that production capacities are limited, and therefore, the careful use of existing resources is our shared duty.

More than 90 percent of the electricity in our country is generated by hydroelectric power stations. This means our energy system largely depends on nature and water resources. Until the full commissioning of the Rogun Hydropower Plant, every kilowatt of electricity must be used responsibly and efficiently.

Unfortunately, despite the government’s efforts, analysis shows that some consumers continue to use electricity illegally — failing to pay their bills on time, connecting to the grid without authorization, or tampering with meters. These actions harm not only the energy system but society as a whole.

In this regard, significant amendments have been made to the legislation of the Republic of Tajikistan, introducing not only administrative but also criminal liability for the illegal use of electricity.

From now on, the following actions are punishable by law:

using electricity without a proper meter connection,

unauthorized connection to the electrical grid,

tampering with metering devices.

These offenses may result in fines, and in cases of repeated violations within one year — criminal prosecution. Penalties may include substantial fines or imprisonment for up to three years.

If these violations involve large-scale offenses, abuse of official position, or are committed by an organized group, the punishment may be increased to up to 10 years of imprisonment.

We must all understand: electricity is more than just a convenience — it is a strategic resource. Its generation requires significant investment, labor, and natural resources. Disrespectful attitudes toward electricity equate to disrespecting the work of energy professionals and the nation itself.

Each of us — citizen, teacher, farmer, student, entrepreneur — bears responsibility for the rational and lawful use of electricity. We must respect the law, pay our bills on time, and instill these values in the younger generation.

Let us not forget: saving electricity means preserving the future and ensuring the sustainable development of Tajikistan.
